Responsibilities, Powers and Authority of the Heads of the Institution
1. Chief Executive Officer & Managing Director
Provides overall strategic leadership, direction and management of Maldives Airports Company Limited (MACL), ensuring achievement of the Company’s vision, mission and long-term objectives. Responsible for corporate strategy, business performance, governance, financial sustainability, stakeholder management and ensuring safe, secure and compliant airport operations in accordance with applicable regulations and international aviation standards.
2. Deputy Managing Director
Provides strategic leadership and oversight for Airport Operations, Aerodrome Management Services and Human Resources functions. Responsible for ensuring safe, efficient and compliant airport operations, effective aerodrome management, workforce planning, talent development and implementation of people strategies that support MACL’s operational and business objectives.
3. Chief Commercial Officer
Provides strategic leadership and management of MACL’s commercial functions, including aviation business development, aeronautical revenue and non-aeronautical revenue. Responsible for developing commercial strategies, maximizing revenue opportunities, strengthening stakeholder relationships and enhancing customer experience while supporting sustainable business growth.
4. Chief Financial Officer
Provides strategic leadership and oversight of MACL’s financial management functions, including financial planning, budgeting, forecasting, accounting, procurement and asset management. Responsible for ensuring financial sustainability, effective cost management, compliance, financial governance and providing strategic financial advice to support business decisions.
5. Chief Airport Emergency Services Officer
Provides leadership and command oversight of MACL’s Airport Fire and Rescue Services, emergency response and medical emergency functions. Responsible for ensuring effective emergency preparedness, response capability, operational readiness and compliance with aviation safety regulations and international standards to protect airport operations, passengers, employees and assets.
6. Chief Technology Officer
Provides strategic leadership and direction for MACL’s technology function, including enterprise systems, airport operational technologies, cybersecurity, data management and digital transformation. Responsible for developing technology strategies, ensuring secure and reliable ICT services and leveraging innovation to improve operational efficiency and business performance.
7. Deputy Chief Development Officer
Provides strategic leadership and oversight for MACL’s development initiatives, capital investments and infrastructure projects. Responsible for ensuring effective planning, governance and delivery of development programs in accordance with approved scope, budget, quality standards, regulatory requirements and future operational needs.
8. Deputy Chief Officer – Supply Chain Management
Provides strategic leadership and oversight of MACL’s supply chain functions, including procurement, tendering, contract management, logistics, inventory, customs and asset-related activities. Responsible for ensuring efficient, transparent and cost-effective supply chain operations that support business continuity and achieve value for money.
9. Deputy Chief Safety, Security & Compliance Officer
Provides strategic leadership and oversight of safety, security and compliance functions to ensure safe and secure airport operations. Responsible for implementation of Safety Management System (SMS), Airport Security Program, regulatory compliance, risk management and continuous improvement in accordance with ICAO standards, regulatory requirements and Company policies.
10. General Counsel
Provides strategic legal leadership and governance support to MACL on all legal, regulatory, corporate and commercial matters. Responsible for managing legal risks, disputes, contracts, regulatory compliance and providing legal advice to Executive Management, the Board of Directors and stakeholders to protect the Company’s interests.
11. Senior General Manager, Human Resources
Provides strategic leadership and management of MACL’s Human Resources function, ensuring effective workforce planning, talent management, employee engagement, organizational development and HR governance. Responsible for developing and implementing HR strategies, policies and practices that support business objectives, employee capability and long-term organizational sustainability.

- Relocation of domestic operations to Terminal 2
All domestic flight operations at Velana International Airport were officially moved to Terminal 2 (the former international terminal). This decision was made to accommodate growing inter-island connectivity demand and to reduce congestion, streamlining passenger flow across both terminals.
- Introduction of the "Calm Room" for individuals with special needs
MACL opened a dedicated sensory-friendly space at Velana International Airport to improve accessibility and comfort for passengers with special needs, reflecting the Company's commitment to inclusive service delivery.

Stages / Procedure of the Institution's Decision-Making Process
The Board of Directors is the highest authority, approving company policies and strategic direction. The Managing Director enforces Board decisions and makes decisions on day-to-day matters, and represents the company at the highest level. The Deputy Managing Directors support the Managing Director and take over decision-making in their absence. Heads of Department approve matters within their respective departments.
Accountability Framework of the Institution
Maldives Airports Company Limited (MACL) operates in accordance with the applicable laws, regulations, and corporate governance framework governing State-Owned Enterprises (SOEs) in the Maldives. In line with these requirements, MACL submits quarterly reports to the Privatization and Corporatization Board (PCB), ensuring transparency, accountability, and compliance with the corporate governance standards applicable to state-owned enterprises.
MACL also operates under the oversight of relevant aviation regulatory authorities and complies with applicable international aviation standards and requirements governing airport operations.
